I have been sent an update on the planned works on the A27 east of Lancing to construct a new signalised roundabout providing a link to the New Monks Farm development and Brighton City Airport.
I have summarised the planned works and the schedule below –
The A27 works have been planned in seven consecutive phases between August 2021 and Summer 2023. This will involve periods of lane closures and road closures with diversions, for final overnight surfacing works to be undertaken in the latter weeks of the scheme. The contractors carrying out the work aim to maintain local access to and from the A27 with disruption kept to a minimum as far as practicable.
They also seek to maintain the existing vehicle access and egress arrangements for Mash Barn Lane, Hoe Court, Coombes Road, Old Shoreham Road, Manor Close and Manor Way, including the vehicle eastbound to westbound crossover at the Lorry Stop up to the completion of Phase 3. From Phase 4, with the roundabout opening, new permanent access arrangements will be introduced as set out in the planned phasing detailed below.
Works to the new roundabout have started ‘offline’ meaning they can progress the initial phase without affecting traffic on the A27. However, this has required the closure of the Lorry Stop layby which is now only accessible to construction traffic for the duration of the project. The layby will re-open on completion following demobilisation.
PROVISIONAL A27 TRAFFIC MANAGEMENT PHASING
PHASE 0a preparatory works (20 June 2022 – 3 February 2023): The A27 filter lane for traffic from the Old Shoreham Road/Brighton City Airport joining the A27 westbound direction will be closed and traffic will join the A27 via a T-junction.
PHASE 0a preparatory works (9 January – 9 March 2023): The eastbound A27 hard shoulder from the Coombes Road to the River Ardur bridge will be coned off to facilitate piling work plus one lane closure for overnight working (9-14 January 2023).
PHASE 0b preparatory works (10-13 and 17-20 January 2023): A lane closure will be in place on the A27 westbound carriageway between Old Shoreham Road and Hoe Court with overnight working (12-21 December 2022, 9-21 January and 23-27 January 2023).
PHASE 1 (19 February – 29 March 2023): All westbound traffic will be rerouted onto the new A27 westbound carriageway around the roundabout and improvement works will commence between the westbound and eastbound carriageways.
PHASE 2 (30 March – 11 May 2023): A27 eastbound traffic will be restricted to one lane between Hoe Court and Old Shoreham Road.
PHASE 3 (11-22 May 2023): One lane of A27 eastbound carriageway will be diverted onto the new eastbound carriageway between Hoe Court and Old Shoreham Road.
PHASE 4 (22 May – 3 August 2023): A27 eastbound traffic will be rerouted to the new A27 eastbound carriageway. The junction of Coombes Lane/A27 will remain open but vehicle access to, and egress from, Coombes Road will be via the eastbound A27 only. Access to the westbound carriageway (crossover) at Coombes Lane/A27 will be closed and vehicles diverted to the new roundabout. The crossover closure is for safety reasons due to the proximity of the new roundabout.
PHASE 5 (20 June– 15 August 2023): Works to the central reservations and Coombes Road and Shoreham junctions will be undertaken.
PHASE 6a (16 August – 15 September 2023): Lane closure on eastbound carriageway while Coombes Road junction is permanently closed and verge-side works undertaken.
PHASE 6b (16 August – 11 September 2023): Lane closure on the westbound carriage way A27/Old Shoreham Road while verge-side works undertaken.
PHASE 6c (11-29 September 2023): Traffic lights will be commissioned on both carriageways and other finishing works undertaken.
PHASE 7a (18-21 September 2023): Overnight closures of the A27 eastbound carriageway to complete surfacing and road marking work. Diversion will be signed via A2025 South Lancing, A259 Old Shoreham and A283 Old Shoreham Road.
PHASE 7b (20-22 September 2023): Overnight closures of the A27 westbound carriageway to complete surfacing and road marking work. Diversion will be signed via A283 Old Shoreham Road, A259 Old Shoreham and A2025 South Lancing.
All traffic management will be under the control of experienced and dedicated Traffic Safety Control (TSCO) and Traffic Management (TMO) Officers. There will be a 40mph speed limit through the roadworks to safeguard our site team and manage traffic flow.
PROJECT HELPLINE/HELPDESK
A dedicated project telephone helpline has been set up - 0800 488 0227 and email helpdesk - A27lancinghelpdesk@buckinghamgroup.co.uk – to provide information and address any issues that may arise. Calls and emails will be answered during core working hours (subject to safe working practices), but enquiries or incident reports can be left 24/7 for an initial response the next working day. You can also register to receive regular emails of planned works activity in the coming weeks by sending an email to the helpdesk with the subject ‘A27 subscribe’.
