I have often before drawn attention to the fact that Network Rail regularly pays out £000m's to train operating companies (TOCs), such as Southern, as a result of problems with the tracks or signalling. In total, Network Rail paid £181m to the TOCs in 2016/17, however only £74m was paid out by the TOCs to customers. Meaning the TOCs made £107m from delays caused by Network Rail. This is a complete scandal and TOCs are being paid for failure. They are profiting from delays and cancellations. There is no way they should be holding on to that money.
Although the winter weather is causing delays, this is an issue all year round. Regardless of how the delay is caused, TOCs are making money from failure.
